Standard Operating Procedure

Registry ID: TR-VENDOR-E

1. System Overview & Purpose

  • Purpose: The Vendor Evaluation Matrix provides an objective, weighted, multi-criteria decision analysis (MCDA) framework to evaluate, score, and rank competing enterprise vendors. It removes cognitive bias, standardizes qualitative and quantitative assessments, and creates an audit trail for procurement and vendor management decisions.
  • Scope: Covers vendor onboarding, RFx (RFP/RFI/RFQ) scoring, annual vendor performance reviews, and contract renewal evaluations across operations, technology, finance, and security domains.
  • Data Update Cadence: Initial scores are populated during the RFx phase. Financial health metrics, SLA compliance, and security posture scores are updated quarterly or annually. Pricing and cost structures are updated dynamically upon receipt of updated vendor proposals or contract renewals.

4. Formulas & Calculation Logic

  • Weighted Score (Col P): Calculates the weighted sum of the five evaluation criteria based on defined percentage weights. =SUMPRODUCT(F2:J2, K2:O2)

  • Risk-Adjusted Score (Col Q): Applies a 20% penalty multiplier if Security Compliance or Financial Stability falls below a score of 3. Otherwise, retains the standard Weighted Score. =IF(OR(F2<3, J2<3), P2 * 0.80, P2)

  • Decision Tier (Col R): Categorizes vendors dynamically based on the Risk-Adjusted Score and operational status. =IF(Q2>=4.0, "Tier 1 - Preferred", IF(Q2>=3.0, "Tier 2 - Acceptable", "Tier 3 - Disqualified"))

  • Total Active Vendors (Dashboard KPI): Counts all vendors currently undergoing evaluation or active in the portfolio. =COUNTIF(E2:E13, "<>Rejected")

  • Top Performing Vendor (Dashboard KPI): Identifies the vendor with the absolute highest Risk-Adjusted Score. =XLOOKUP(MAX(Q2:Q13), Q2:Q13, B2:B13)

  • Average Market Score (Dashboard KPI): Computes the portfolio-wide mean risk-adjusted score. =AVERAGE(Q2:Q13)

6. Standard Operating Workflow

  1. Initiation & Setup:
    • Create a new row in the Master Data Table for each vendor entering the RFx process. Assign a unique Vendor_ID (VND-YYYY-###), input the official Vendor_Name, select the appropriate Category, and designate the internal Owner_Email. Set Eval_Status to Draft.
  2. Weight Configuration:
    • Adjust the criteria weights (Cols K through O) based on the specific strategic priorities of the procurement project (e.g., if security is paramount, increase Weight_Sec and decrease Weight_Cost). Ensure the sum of K2:O2 strictly equals 100% (1.0).
  3. Scoring & Evaluation:
    • Convene the cross-functional evaluation committee (Finance, Tech, Security, Operations). Input standardized integer scores (1 to 5) into columns F through J based on verified RFP responses, POC results, and financial audits.
  4. Automated Analysis & Review:
    • Verify that Weighted_Score, Risk_Adjusted_Score, and Decision_Tier compute automatically. Review the Summary KPI Dashboard to compare vendor rankings.
  5. Governance & Status Transition:
    • Update Eval_Status to Under Review during executive sign-off, and subsequently to Approved, Contracted, or Rejected. Lock formula columns (Cols P, Q, R) to prevent accidental overwrites.
