4. Formulas & Calculation Logic

This section details standard spreadsheet formulas used to automate dashboard metrics, financial variances, and operational health checks.

Financial Variance (Cost vs. Budget)

Calculates absolute monetary savings or overages for awarded or negotiated proposals. =IF(ISBLANK(I2), "", G2 - I2)

Budget Variance Percentage

Calculates percentage variance against allocated budget. Negative values indicate under budget; positive values indicate over budget. =IF(ISBLANK(I2), "", (I2 - G2) / G2)

Average Technical Score (Active/Completed)

Computes the mean technical score for all RFPs that have completed evaluation. =AVERAGEIF(J2:J100, ">0")

Active Proposal Count

Counts the total number of RFPs currently in flight (excluding Awarded and Cancelled). =COUNTIF(K2:K100, "<>Awarded") - COUNTIF(K2:K100, "Cancelled") - COUNTIF(K2:K100, "Drafting")

Total Allocated Portfolio Budget

Sums the total planned capital expenditure across all tracked RFP initiatives. =SUM(G2:G100)

Total Realized Spend (Awarded Only)

Sums final contracted costs for all successfully awarded RFPs. =SUMIFS(I2:I100, K2:K100, "Awarded")

Dashboard Conditional Formatting Logic Rules:

  • Net Portfolio Variance: If Sum of Variances < 0 (Savings), display green status. If > 0 (Over budget), display red status flag.
  • Active Pipeline Load: If Active RFPs count > 8, display yellow warning flag (resource constraint). If <= 8, display green status.
  • Technical Score Average: If average score < 75.0, display red warning flag (low vendor response quality). If >= 75.0, display green status.

6. Standard Operating Workflow

  1. Initiation & Drafting (Drafting):

    • Technical Lead (Lead_Owner) logs a new entry in the Master Data Table.
    • Assigns a unique RFP_ID (RFP-YYYY-###), sets the IT_Category, and inputs the preliminary Budget_USD.
    • Sets Status to Drafting.
  2. Issuance & Vendor Response (Issued / Under Evaluation):

    • Once requirements and scoring rubrics are finalized, update Issue_Date and Close_Date.
    • Transition Status to Issued.
    • Upon receipt of vendor bids, transition Status to Under Evaluation.
    • Input evaluated architectural and security metrics into Tech_Score_Max100.
  3. Commercial Negotiation & Award (Negotiation / Awarded):

    • Select winning vendor and enter exact name in Vendor_Selected.
    • Record final negotiated price in Proposed_Cost_USD.
    • Transition Status to Negotiation, then update to Awarded upon contract signature.
    • Verify that formulas automatically calculate budget savings via Budget_USD minus Proposed_Cost_USD.
  4. Monthly Review & Governance:

    • Procurement Operations reviews the Summary KPI Dashboard weekly.
    • Ensure all closed initiatives are finalized and variances are reported to finance operations.
